A missing person's case is magnified when old related cases suggest that a serial killer has been stalking young girls in Steelville, Wisconsin, and transporting them across state lines into Michigan, creating jurisdictional problems for Sheriff Gogebic. The FBI, which has no such jurisdictional problems, is brought in, but they bring problems of their own.
