Majority Rule and Minority Government - Governmental Stability in the German Constitution: The German constitution contains numerous mechanisms pursuing the formation of a majority government. In the case that this does not succeed, it enables the formation of a minority government and allows it to function by including instruments for the benefit of government stability.
