It would probably render success impossible by at on cc raising the market value of the Five twenties above the value of the bonds we would offer in exchange for them, and we could not command the means in gold to retire them, without borrowing at a heavy sacrifice. I Would let the law of trade regulate this for the present, as it is much more likely to be well considered and 'well adaptedto the condition of'the country than a law of Congress.
