You either saw the dot com bubble explode in the fall of 2001, were a victim of it, or at least heard about it. Overnight fortunes were lost that had been made. Sky was descending. For many people, it was a very frightening period. Some claimed that the crash was indisputable evidence that the World Wide Web was just a fad that had been overhyped. However, there were some dot com bust survivors in 2001. There were certain key similarities among the survivors, and several believed that the World Wide Web was more significant than ever and had a highly promising future. Tim O'Reilly was one of few who viewed the effects of the 2001 dot com bust as a "glass half full" rather than a "glass half empty." In 2004, Dale Dougherty of Media Live International and O'Reilly (of O'Reilly Media) had a meeting. That meeting gave rise to the phrase "Web 2.0." Web 2.0 is described by Tim O'Reilly as "the business upheaval in the computer industry triggered by the shift to the internet as a platform, and an attempt to grasp the rules for success on that new platform." The most important of these guidelines is to create applications that take use of network effects to get better as more people use them. The World Wide Web has been upgraded with Web 2.0. Although it is a new and enhanced version of the web, it is still the web.
