Trancers: City of Lost Angels in Bloomington, MN

Body-jumping, time-traveling cop Jack Deth (Tim Thomerson) is putting his past behind him working as a gumshoe in 1980s Los Angeles. But a surprise visit from arch nemesis Edlin Shock (Velvet Rhodes) means he's got to defend his girlfriend Leena (Helen Hunt) from the futuristic assassin's plans.
