Thunder in the Night in Bloomington, MN

This mystery is set in Budapest and centers upon a police inspector trying to stop an extortionist from destroying his friend's career. His friend is a recently appointed diplomat and when his blackmailer's corpse is discovered, he becomes the prime suspect until his friend the inspector proves his innocence.
