This is a major concern for every state, in order to confirm its sovereignty, since it will enable it to establish its administration and govern its population properly. That said, the State can only achieve this through an authorized service. And that service is the security service, with the army at its core. The army plays a decisive role in defending territorial integrity, carrying out works of economic interest and defending, promoting and protecting human rights. Given the importance of the missions assigned to it, the State must have an army that is specialized in its art, through appropriate ongoing training and an army that is equipped, supported and respectful of its deontological, regulatory and legal rules.
