Ten years ago the Anti-Imperialist League was formed, with the immediate object of organizing an opposition to the ratification of the treaty of peace between the United States and Spain, signed in Paris December 10, 1898. This treaty was found chiefly objectionable in its third article: "Spain cedes to the United States the archipelago known as the Philippine Islands and comprehending the islands lying within the following line (then ensues a statement of boundaries). The United States will pay to Spain the sum of twenty million dollars within three months after the exchange of the ratifications of the present treaty."
