Pursuant to Executive orders of July 11, 1917, and December 3, 1918, the powers given to the President in connection with the construction of ships and plants have been delegated to the Emergency Fleet Corporation. The powers relating to the operation of ships and of oper ating facilities have, by the same orders, been delegated to the U. 8. Shipping Board and are exercised pursuant to such authority through the Division of Operations.
