The human rights of persons with disabilities acquired official international recognition in 1982 when the United Nations General Assembly adopted the World Program of Action Concerning Disabled Persons. In the same year the Kenya government crafted The National Programme of Action Concerning Persons with Disabilities in response to this call. In the year 2003 the first disability law; Parsons with Disabilities Act (PDA) was enacted. Since then a number of efforts have been made to promote human rights of persons with disabilities in Kenya. Some of these efforts have included inclusion of disability rights in the bill of rights, creation of National Council for Persons with Disabilities and Disability Fund. The disability policies have however experienced implementation failure due to lack of political good, inadequate capacity of the National Council for Persons with Disabilities and lack of awareness of rights of PWDs.
