Phantom Reckoning in Bloomington, MN

Dr. Devin Prince always knew that the Third Rail would seek vengeance. He just couldn't have known that it would arrive so soon, and that he wouldn't be the target. Moonlighting as the infamous vigilante, the Peach City Phantom, Devin must face two new mysterious foes sent by the organization responsible for the kidnapping of superpowered citizens. It doesn't help that they know and attack his biggest weakness: his mind.
