This year's problem differs remarkably from last year's. Parliamentary reform was a comparatively simple matter. Whether the schools shall be supported wholly, or in part, by local rates; whether they shall be denomina tional or secular; whether Government shall be responsible Only for primary schools, or shall be called upon to establish schools of a higher class 5 whether education at these higher schools shall be theoretical or practical. Closely related to these questions are those relating to the improvement of our chief public and grammar schools. How far Parliament will be able to master simultaneously all these branches of the one great subject is very doubtful.
