In a lightly corrected and clarified version of his 2001 doctoral dissertation for Princeton Theological Seminary, Skinner interprets Luke's narrative of Paul of Tarsus' custody under the Romans in Acts 21:33-28:31 in light of the literary settings that serve as integral parts of the story. The settings are portrayed as places not of defeat, suppression and humiliation, he says, but of promise for evangelistic witness. He argues that the settings in the account make a meaningful contribution to the rhetorical effect of Luke-Acts, and that the discovery alerts scholars to the importance of settings in Luke's narrative and biblical narrative in general.
