Lero and Jean are interrupted from their normal office routine at Group 47 at Davis Monthan Air Base in Tucson by an urgent request from Mr. Murfree (the President). An old adversary is transferring some nuclear triggers by sea to the country most dedicated to fomenting international terrorism.
