Despite constant illnesses that took him away from Green Bay, the man made his mark. Foley's sifting of Kellogg family histories, contemporary newspaper accounts, bank records, county board minutes and other sources produces a portrait of a man both stern and impatient. But Kellogg had a vision. He knew the business ventures beginning here required strong, honest banking. He knew a community's life rested in great part on educated people and helped build and stock a library. He saw that area farmers and loggers were handicapped by raising low-quality horses so he imported Percherons from Europe to improve breeding stock, converting hundreds of acres in what is now Allouez into a model house farm. He realized that developing a community needed intelligent leadership and threw himself in local government.
