Improving Educational Sector Performance in CA will touch upon the following major themes: (a) Latin-American approaches to planning and budgeting in the public sector, (b) a general overview of the educational system reforms adopted in CA during the 1990s and their impact on the contemporary educational sector, (c) influence of international cooperation on formulating educational budgets in CA with a particular focus on the contribution of German agencies. Discussion of the above-mentioned points will lead to conclusions which in turn will allow formulating a number of policy recommendations addressed to various institutional actors that influence the modus operandi of financial and educational administrations in CA. The material for the debate was provided by the performance of educational sectors in five Central-American countries: Guatemala, Honduras, Nicaragua, El Salvador and Costa Rica.
