The Author and the BookSami A. Al-Mudhaffar is one of the senior chemists (Biochemist) of Iraq. He is presently a member of the Academy of Science¬ - an organization employing the largest No. of scientists in Iraq, and well known for its scientific excellence. He is also member of the National Iraqi Academy of Science, and a member of the Islamic Academy of Science. Dr. Sami has also played an important role in promoting research in Iraq. In spite of enormous difficulties and numerous problems he has been largely successful in his endeavors to develop scientific traditions in the country and bringing the research level in certain areas at par with many of the advanced countries. His guidance and active participation in the promotion of scientific activities has resulted in the formation of a sound base for the growth of the scientific culture in the country. He established several specialized fields, such as clinical enzymology, hormones receptors, and Tumor Markers. He has published over 250 research papers.The book has reviewed in six chapters the reality of the higher education in Iraq in the past, and addressed the problems of present, and gave a vision to address the challenges of the future. These chapters include globalization, the brain drain, Arabization, education reform, information technology, science and technology policy, a plan for higher education in 2005-2006, philosophy of the ministry and higher education and strategy. All these issues are of interest to a wide range of decision makers in the field of higher education not only in Iraq, but also in the Arab and Muslim worlds.
