While on death-row Billy earned a bachelor's degree in theology and ministered to his fellow inmate. God miraculously began to open doors: because of the pleas from the victim's family to spare his life; The Georgia Board of Pardons and Paroles on August 21st, 1990, commute Billy's sentence of death to life in prison. Nevertheless, in 15 months God once again open the door that men had closed and allowed Billy to be paroled on November 8th, 1991.
