It is one hundred years since an Alien empire known as the Hegemony has conquered Earth. The sea level has been raised 750 metres to accommodate a sanctuary for a community of mysterious, whale-like creatures called dunkas. The surviving human population lives on the remaining islands and archipelagos, divided into "timezones" - recreations of different periods in human history, designed to allow the Hegemony to better understand the "Earthling condition".
