Educational reforms, budget reductions and the constantly changing characteristics of students derived from the development of new Information and Communication Technologies (ICT's), cause institutions to face the challenge of being efficient with less money and more students; in addition to facing restructuring and providing standardized evaluation indicators. Identifying the characteristics of an Educational System and how to evaluate it quickly and efficiently will be very helpful.
