Black detective Cyrus Howell is the best detective in the Atlanta Police Bureau. A secret organization within the Confederate government called "The Order" frames him for a murder he did not commit. He escapes custody and, joined with his fugitive brother Junior, they find the bad guys and reveal the conspiracy.
