Troubled by the National Park Service's policy favoring development for tourism and the United States Forest Service's promotion of increased logging, conservationists launched a grassroots campaign and eventually leveraged a changing political environment and the evolving environmental values of the public land agencies. Politicians, agency leaders, and conservationists compromised, and in 1968 created Washington's magnificent third national park.
