M. W. Brother John J. Bell, in the introduction to the original compilation, said: "At the Annual Communication of the Grand Lodge in June, A. L. 5867, numerous amendments to the Constitution having been proposed, which seemed to indicate a desire and necessity for a thorough revision of that instrument, the following resolution was adopted: "'Resolved, That a Committee of three be appointed to revise the Grand Constitution and General Regulations of this Grand Lodge, and report at the next Semi-Annual Communication; and that all amendments now pending, or that may be proposed at this Communication, be referred to said Committee.' "Bros. John J. Bell, John A. Harris, and William Barrett were appointed the Committee for that purpose. "At the Annual Communication in June, A. L. 5868, the Committee submitted their report in print, which was read and copies thereof distributed to the members present. The consideration of the proposed new Constitution was postponed to the Annual Communication, A. L. 5869, at which time it was taken up and carefully considered, such amendments made thereto as seemed to be required, and finally adopted. "By a subsequent resolution, the undersigned was requested to prepare forms and directions for the use of the Lodges under the new Constitution, to be printed as an appendix to the Constitution.
