Army Regulation AR 71-9 Force Management Warfighting Capabilities Determination 29 June 2021 in Bloomington, MN

This manual, Army Regulation AR 71-9 Force Management Warfighting Capabilities Determination 29 June 2021, establishes policies, prescribes procedures, and assigns responsibilities for identifying, determining, and integrating required warfighting capabilities within the framework of doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF – P). It applies to validating and approving capabilities that support deliberate force-modernization planning and the urgent and emergent needs of operational commanders. This regulation implements the Joint Capabilities Integration and Development System (JCIDS), using Army Capabilities Integration and Development System (ACIDS) processes within the Department of the Army (DA). Also, this regulation implements procedures that enable a unity of effort in force-modernization planning, coordination, integration, and execution of materiel and nonmateriel warfighting capabilities determinations in support of combatant commands.
