The general objective of the research in question is to establish a proposal for improving the water resources management system in the state of Ceará, by proposing an institutional model of water agency for the state's river basins, based on knowledge of the water policy and organisational structure of some countries and a qualitative analysis of COGERH and other institutions in Brazil that perform the functions of managing body or water agency.
